The owner of Friendly Lawn Care, born and raised in Peekskill, urged the board to uphold the appeal, saying he's worked out of the yard since the 1990s, employs 13-15 city residents, keeps the yard clean and compliant with DEC/DEP rules, and that the towing company is by definition a contractor.
